SB 430 -- TAXATION SPONSOR: Dougherty (Carnahan) COMMITTEE ACTION: Voted "do pass" by the Committee on Municipal Corporations by a vote of 8 to 4. This bill allows the City of St. Louis to levy a local property tax for the purpose of funding free concerts. The levy requires a vote of the people before being enacted. The maximum rate of the levy cannot exceed 2 mills on each $1 of assessed valuation. FISCAL NOTE: No impact on state funds. PROPONENTS: Supporters say that some states and localities have similar statutes to fund voluntary musicians. The bill would help preserve the musical heritage in the St. Louis region by providing financial support for free band concerts, which attract 3,000 to 5,000 persons. Testifying for the bill were Representative Carnahan; and Compton Heights Band Incorporated. OPPONENTS: There was no opposition voiced to the committee.
